Since the Strategic Housing Development (SHD) was introduced in 2017 with a view to speeding up the construction of houses, a considerable amount of the granted planning permission has not been activated; 50% in 2018 and 2019; 70% of those granted since September. However, Rachel Kenny, of An Bord Pleanála, stressed that some of those approved since September, may have been delayed because of judicial review proceedings.
In light of the situation, the Department of Housing is drafting legislation which would see planning permissions being revoked if they not used in a timely fashion. The expectation is that this provision would be applied to the wider housing sectors, outside of the SHD.
